Some good tips to thwart inappropriate users and spammers, shared by Google’s Community Manager, Natalie Villalobos:
Hey Everyone – lots of people are starting to ramp up on the product now, which is great to see! But, with lots of users comes lots of noise. Help us keep the Google+ experience as clean as possible by flagging the abusers and fake profiles when you see them. How you ask? Two ways:
1) Flag someone’s post from w/in the stream
Click the icon (circle w/ triangle in it) to the far right of the poster’s name, select Report abuse, choose the abuse type and submit!
2) Flag someone’s profile from their profile page
If you’re not already on the profile page of the profile you want to flag, click on their name and you will be taken there. Once there, click “Report profile,” which you can find at the bottom of the left hand column of the page (just below all the “people in circles” images), choose the abuse type and submit!

This is one of my big concerns as Google+ grows; keeping the experience relatively spam-free. Hopefully these kinds of features will help enable users to self-police to a sufficient degree. So far it’s been great, and I hope it stays that way.
